Preface

This rule is so that the principles of the national elevator use, management and maintenance into a unified, can satisfy the elevator safety and functioning of basic requirements in order to achieve the standard elevator use management and maintenance purposes.
Elevator use of the management and maintenance rules
Chapter 1 General provisions
In order to standardize the management and use of the lift daily maintenance actions, in accordance with the special equipment safety supervision Ordinance, enacted the rules.
Article 2: these rules apply to the special equipment safety supervision Ordinance applicable elevators management and routine maintenance work.
This rule does not apply to individuals or individual families own elevator.
The third article this rule is the elevator use management and day-to-day maintenance (maintenance) of the basic requirements, the relevant units in accordance with the development of science and technology and the actual situation, you can set higher than the rules of work requirements, in order to ensure the maintenance of the safety performance of elevator.
Chapter II-use management
4 use the unit should be strengthened on elevator safety management, strict implementation of the security specifications for special equipment (hereinafter Security specification), the safe use of the elevator.
Purchase using units shall comply with the technical specifications of Elevator Safety, guarantee the safe operation of the elevator required inputs, is strictly prohibited the acquisition of state explicitly obsolete products.
Use the unit as described in section 5 shall, in accordance with the elevator safety technical specifications and product installations with the requirements of the maintenance manual and the actual usage, organization of maintenance.
Use the units shall obtain appropriate elevator maintenance commissioned project license units (hereinafter maintenance units) for the maintenance and repair and maintenance contract, signed between units agreed maintenance period, requirements, and the rights and obligations of both parties. Maintenance contracts include at least the following:
(A) the maintenance of content and requirements;
(Ii) maintenance of the frequency and duration of time;
(Iii) maintenance units and the units the rights, obligations and responsibilities.
6 use units shall set elevator safety management agencies or equipped with elevator safety managers and at least one achieved the special equipment to workers of elevator safety managers undertake appropriate management responsibilities.
7 use units should light the actual situation, establish a post responsibility system is the core of elevator use and operation of the safety management system, and strictly enforced. Safety management system include at least the following:
(A) the responsibility of the relevant personnel;
(Ii) the security operation procedures;
(Iii) the daily inspection system;
(Iv) the maintenance system;
(E) regular inspection system;
(6) Elevator key management system;
(VII) workers and related operating service personnel training system;
(VIII) accident or accident emergency rescue plans and emergency rescue exercise regime;
(IX) security technology files management system.
Article 8 before it is put into use the elevator or put into service within 30 days, use the unit should be divided into districts of quality and technical supervision departments (hereinafter registration office) to register for use. For use at the time of registration, should provide the following information:

(Ii) the special equipment to use the registration form, (2);
(C) of the installation inspection reports;
(Iv) the use of units and maintenance units maintenance contract, signed (original);
(5) Elevator Safety managers, lift driver {applicable in accordance with article 9 (5) requirements with elevator driver} etc and elevator related special equipment operators certificate (original or copy);
(Vi) the safety management system directory.
Maintenance unit, use the units shall hold a maintenance contract, in the new contract within 30 days after the entry into force of the original registration formalities for the change, and the replacement of the elevator maintenance unit relevant identification.
Lift scrap, used units shall within 30 days to use the registration authority for cancellation procedures.
Elevator deactivate 1 years or deactivate period across 1 periodic inspection date, the units should be used within 30 days of the original registration formalities for the disabled, re-enabled for the former, it should be enabled.
9 units shall perform the following duties:

(V) the provision of patient lifts, directly used for sightseeing speed greater than 2.5m/s passenger elevator and elevator with driver, the driver by a licensed elevator operation;
(Vi) develop an incident or accident emergency measures and rescue plans, schools, kindergartens, airports, stations, hospitals, shopping malls, stadiums, theatrical venues, exhibition halls, and tourist spots, personnel are crowded places of elevator use units, each year at least once a rescue exercise, other units according to the conditions and characteristics of the use of Elevator, make timely rescue drills;
(VII) the elevator when there's time to take measures to ease the passengers, the elevator maintenance personnel rescue;
(8) Elevator fails or when an exception occurs, the organization check them thoroughly, and eradicate elevator accident before you rejoin the use;
(IX) elevator accident, in accordance with the emergency response plan to organize emergency relief, insurance and where the protection of the scene of the accident and immediately report the accident location of special equipment safety regulatory agencies and other relevant departments;
(10) the supervision and with the elevator installation, renovation, repair and maintenance work;
(11) Elevator Safety managers and operators for elevator safety education and training;
(12) in accordance with the security specifications, time to take advantage of new security and energy-saving technology, used to make the necessary modification of elevator or update, improve security with elevator and energy level.
Article 10-use units of security personnel shall perform the following duties:
(A) the elevator runs daily inspections, record lift daily usage;
(Ii) develop and implement periodic inspection of the lift;
(C) check the elevator safety precautions and warning signs, ensure complete clear;
(Iv) key and keep the elevator; safety tips
(V) found that the elevator accident need to stop the use of, have the power to make cease use of, and immediately report this unit.
(Vi) receiving fault alarm, immediately rushed to the scene, the Organization of the elevator maintenance personnel rescue;
(VII) implementation for elevator installation, renovation, repair and maintenance work of supervision, on the maintenance unit maintenance record signature confirmation.
Article 11 should be established using unit elevator safety technical archives. Security technology archives include at least the following:
(A) the special equipment to use the registration form;
(Ii) equipment, their parts and components, safety protection device product technical documents;
(C) installation, renovation, major maintenance of relevant information and reports;
(Iv) the daily check and usage records, maintenance records, the annual report of the inspection record or on its own, the emergency rescue drills;
(V) installation, renovation, major maintenance inspection reports, periodic inspection reports;
(Vi) equipment operation breakdown and accident record.
Daily check and usage records, maintenance records, the annual report of the inspection record or on its own, the emergency rescue drills, periodic inspection reports, equipment operation breakdown records at least 2 years, additional information should be stored for a long time.

Article 12 in the elevator yearly periodic inspection. Article 13 passenger elevator shall comply with the following requirements, the proper use of the elevator:

Chapter III day-to-day maintenance
Article 14 the maintenance unit to maintain the safety performance of the elevator. Article 15 the maintenance unit shall perform the following duties:

(Ii) to develop emergency response and rescue plans, at least every six years for the maintenance of different classes (types) elevator intoRow one emergency drills;

(V) establishment of each elevator maintenance records, and those to the elevator technology archives, archives of at least 4 years;
(Vi) assistance in the use of units for elevator safety management and emergency response plan;
(VII) to undertake maintenance work for security education and training, in accordance with the requirements of special operations personnel assessment, organizations have the elevator maintenance project of the special equipment operators certificate, training and the inspection record archive for future reference;
(VIII) each year for at least 1 time to check their own check in special equipment testing and inspection bodies to carry out periodic inspections to check before you carry out the project according to usage conditions, but not less than the annual maintenance of these rules and regulations for the periodic inspection of elevator project and its content, and to use the unit with its own inspection and audit staff's signature, seal or stamp maintenance units and other special chapter's self check records or reports;
(IX) the arrangements for the maintenance staff with special equipment testing and inspection bodies for periodic inspection of the lift;
(10) in the maintenance process, found that the accident promptly inform elevator use units; found serious accident, a timely manner to the local and technical supervision departments of the report.
Article 16 and a half months of maintenance is divided into the elevator, quarterly, semi-annual, annual maintenance, maintenance of Basic projects (content) and meet the requirements of A separate annex to annex D. (Iii) maintenance units, maintenance personnel, maintenance (signature);

Article 18 elevator maintenance record basic technical parameters include the following:

(Iv) escalators and passenger conveyors, tilt, rated speed, the lifting height, width, host power step, use the segment length (walkway).

Chapter supplementary articles
20 of firemen elevator, explosion-proof elevator maintenance units, shall, in accordance with the requirements of manufacturing units for daily maintenance projects and content.
Article 21 the following terms used in this rule mean:
Use entity refers to the rights management with elevator and management obligations of the entity or individual. It can be either a property owner, elevator or the owner of property rights by elevator or delegate, with elevator management rights and management obligations.
Maintenance refers to the elevator for cleaning, lubrication, adjustment, replacement of wearing parts and check routine maintenance or repair work.
